You could use serverCommand, but it is not possible in Arma 3 to just ban temporarily. You would have to write a small program, which deletes the given entries after a defined time. That should be the only solution so far to ban people for a given amount of time

Of course it would be better to kick him as soon as he connects again than mindless kicking the ID in a loop...

It would be better, right, but that could be kinda difficult with Arma 3
